Duties:

The FCC is an independent U.S. government agency overseen by Congress, and acts as the primary authority for regulating interstate and international communications, implementing and enforcing America’s communications law and regulations, and related technological innovation. Within the FCC, the Enforcement Bureau (EB) is primarily responsible for enforcing the provisions of the Communications Act and the Commission’s rules, orders, and various licensing terms and conditions.
The incumbent will serve as an attorney working on cases involving enforcement of federal laws protecting consumers, and may be assigned to perform work on cases involving: robocalling; billing practices; privacy; Telecommunications Relay Service (TRS) / Video Relay Service (VRS), and related matters ensuring the availability of accessible telecommunications services to persons with disabilities. The incumbent will primarily work on cases combating illegal robocalling/robotexting, which are among the Commission’s highest-priority enforcement matters.
The incumbent works cases that are of a moderate to complex nature where the factual situation is often complicated and clear precedents are not readily available or apparent.
Incumbent performs very specific functions relative to cases which are moderate to complex. Work is normally performed as part of a team. Incumbent researches various issues related to case or legal problems and drafts the team position for that issue. Incumbent may take depositions on matters related to the case.
Decisions as to legal conclusions based upon the facts and the relevant legal authorities are made in conjunction with the supervisor.
In carrying out his or her duties, the incumbent (1) makes findings of fact based on investigations; (2) prepares charging documents (Notices of Apparent Liability, Citations and Forfeiture Orders) for Commission approval; (3) assists with drafting settlements with targets of Division investigations where appropriate and; (4) helps develop policies to advance the Commission’s consumer protection objectives.

Qualifications:

Applicants must meet eligibility and qualification requirements by the closing date of this announcement. Current Federal employees must meet time-in-grade requirements by the closing date of this announcement. Professional law experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled.
In order to be deemed as “BEST QUALIFIED” candidates must meet both the educational requirements AND the Specialized Experience.
A. Education
You must meet the minimum basic educational requirements for Attorney positions. Education requirements include: a professional law degree JD, LL.B., and/or LL.M. NOTE-If you do not provide a transcript at the time of application, a transcript will be required to be provided at the time of selection.
AND
B. Specialized Experience
Applicants must have a minimum of one year of specialized experience equivalent to at least the GS-11 in the Federal service. For this position, specialized experience includes the following:
GS-11-No specialized experience required according to FCC internal Attorney Advisor recruitment procedures; only educational qualification requirements are required to be met. Education requirements include: a professional law degree JD, LL.B., and/or LL.M. GS -12 Specialized Experience: Applicants must have at least one year of professional law experience and a minimum of one year of specialized experience equivalent to at least the GS-11 in the Federal service. For this position, specialized experience includes the following:1. Conducting in-depth legal research;2. Drafting legal documents; and3. Providing input regarding the resolution of legal issues.
GS -13 Specialized Experience: Applicants must have at least two years of professional law experience and a minimum of one year of specialized experience equivalent to at least the GS-12 in the Federal service. For this position, specialized experience includes the following:1. Conducting in-depth legal research;2. Preparing complex legal documents;3. Developing research strategies for legal issues; and4. Making oral presentations, to communicating research results. PART-TIME OR UNPAID EXPERIENCE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
