The Administrative Services Division (ASD) manages much of the internal day-to-day operations of the Employment Security Department. The Division is comprised of the Facilities Unit (includes safety and emergency management), Distribution Center, Production Services, Contracts and Asset Management, and the Office of Enterprise Risk Management. The Chief Data Privacy Officer (CDPO) serves on the Division leadership team.
They are a strategic business partner contributing to ESD excellence through professional expertise and guidance within a comprehensive Enterprise Risk Management program. The CDPO manages the Office of Privacy, Records and Data Sharing(OPRDS). The CDPO manages this team and reports to the Assistant Commissioner for ASD.
About this position
As the subject matter expert providing counsel on matters related to privacy, confidentiality, and agency data security, stewardship, and management throughout the agency. You will provide support and advise to agency’s leadership regarding planning, leading, and strategically managing a reliable and legally compliant privacy program. You will make policy and procedure decisions about privacy, data sharing, and confidentiality and have the flexibility to interpret those policies and procedures to the best advantage of the agency, in order to provide advice and consultation regarding the sharing of confidential information with outside entities.
In this role you will have central oversight and management of Public Records, Public Disclosure, and Data Sharing Team activities, such as: conducting legal, policy, and operational analyses of state and federal law related to public records requests and/or data sharing, establishing or amending delegated policies and procedures, recommending agency-wide strategic public records and data sharing program approaches. Your ability and experience mitigating, high-dollar-impact-agency-level risk when it comes to litigation matters on public records and data sharing, especially when considering the high volume of records and data sharing requests that come into the agency and the high volume of records that are released to the public in this process will have significant impact on our agencies ability to meet the needs of the people of Washington State. In addition, this position will lead the ESD Data Sharing (DS) Team.
