This position is located within the Department of the Interior, Bureau of Safety and Environmental Enforcement (BSEE), Gulf of Mexico OCS Region (GOMR), Deputy Regional Director for Production, in the Freedom of Information Act (FOIA) and Records Office in Jefferson, LA The incumbent serves as a FOIA Specialist and supports the GOMR’s FOIA Officer and other Regional management. This position performs a variety of FOIA functions in support of BSEE’s FOIA program in the GOMR and in connection with FOIA requests. The incumbent will utilize working knowledge of legal terms and case law, regulations, policies, and guidance and demonstrates an understanding of the application of qualitative and quantitative techniques to evaluate and assist in the goals for the FOIA program. At the full performance level (GS-11) the major duties of this position include, but are not limited to the following: Serves as a contact to external FOIA requesters and internal DOI employees to clarify and resolve issues relating to specific FOIA requests or overall FOIA processes and procedures. Carefully conducts quality control reviews of all proposed withholdings before the agency response is issued to the FOIA requester to ensure that any releases and withholdings are legally justified. Interprets the scope of FOIA requests, identifies the types of records being sought by the requester, and ensures that reasonable, properly documented searches are conducted for responsive records. Works with and assists the Department’s FOIA Appeals Officer and the Solicitor’s Office (SOL) to provide the justification for denials to the appropriate attorney. Assists SOL or other government attorneys in the preparation of the Department’s defense in litigation by reviewing documents for release. BSEE has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval. Jefferson, LA Salary Range Information (Per Annum): *First time hires to the federal government typically start at the beginning salary in the range for their respective grade level.
GS-09: $54,727 – $71,146 GS-11: $66,214 – $86,074 This vacancy may be used to fill additional positions as vacancies become available. This vacancy is also announced as BSEE-EENN-22-KS-190(MP) for those applicants who wish to apply and be considered under Competitive Examining procedures.

Qualifications:

Minimum Qualification Requirements: To qualify for this position, you must meet the Specialized Experience for the grade to which you are applying. A. GS- 9 Specialized Experience:
To qualify for the GS-09, you must possess at least one full year of specialized experience equivalent to at least the GS-07 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: assisting in responding to inquiries and/or requests for publicly available information from an Organization (such as Freedom of Information Act (FOIA) and Privacy Act (PA) information or similar); AND assisting with reviewing and analyzing information requests to determine if the documents requested meet the requirements for releasing documents; AND collaborating with internal and/or external requestors regarding the status/processing of the requests. -OR- B. Education: You may substitute education for experience if you have achieved: 2 full years of progressively higher level graduate education leading to such a degree master’s or equivalent graduate degree LL.B. or J.D., if related. -OR- C. Combination: A combination of successfully completed graduate level education (only successfully completed graduate level education beyond the first year is creditable towards meeting this requirement), and specialized experience equivalent to the GS-7 level that totals 100% of the requirement for this grade level.

To qualify for the GS-11, you must possess at least one full year of specialized experience equivalent to at least the GS-09 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: assisting in responding to inquiries and/or requests for publicly available information from an Organization, such as Freedom of Information Act (FOIA) and Privacy Act (PA) information or similar; AND reviewing and analyzing information requests to determine if the documents requested meet the disclosure requirements for releasing documents; AND collaborating with internal and/or external requesters regarding the status/processing of the requests; AND presenting findings and recommendations to management on disclosure of public information requests or privacy; -OR- B. Education: You may substitute education for experience if you have achieved: 3 full years of progressively higher level graduate education leading to such a degree Ph.D. or equivalent doctoral degree LL.M., if related. -OR- C. Combination: A combination of successfully completed graduate level education (only successfully completed graduate level education beyond the second year is creditable towards meeting this requirement), and specialized experience equivalent to the GS-9 level that totals 100% of the requirement for this grade level.
