The Office of the Director of National Intelligence (ODNI) Chief Operating Officer (COO) administers the Director of National Intelligence (DNI’s) vision and direction to the ODNI enterprise. This includes synchronizing policy, plans, procedures, and cross-functional issues. The COO oversees all ODNI business operations, including such areas as human resources, diversity & inclusion, finance and budget, information technology, security, facilities, and information management.

Duties:

The Information Management Office (IMO) provides guidance to ensure consistent information management (IM) practices across the IC, while managing mandatory IM programs for the ODNI. IMO’s focus includes the disciplines of records management, classification and declassification management (including prepublication), and information review and release.Implement programs, policies, and procedures that result in the effective sharing of information across the Government while protecting Intelligence and Law Enforcement sources and methods, operational equities, and U.S. persons’ privacy.Process Freedom of Information Act (FOIA), Privacy Act (PA), and Executive Order 13526 Mandatory Declassification Review (EOMDR) cases, to include completing responsiveness reviews, identifying other government agency information, making initial release determinations, applying redactions, and drafting appropriate responses to requesters.Review proposed redactions and provide recommendations on the application of specific exemptions.Apply analytic skills to reviewing ODNI records for potential release, redacting still sensitive information in accordance with the appropriate FOIA, PA, or EO exemptions.Ensure proper case management, including the recording and tracking of FOIA/PA/EOMDR requests to the ODNI, and train others on best practices.Perform QA/QC reviews of final products.Support the Team Lead(s) and Information Review & Release Chief in the development and improvement of processes.Effectively engage with other Intelligence Community (IC) and Executive Branch Departments and Agencies to ensure information is coordinated appropriately.*Continually expand personal expertise with regard to the development and implementation of information sharing tools, technology, plans, and policies to facilitate the cooperation and effective coordination of the ODNI, the IC, and other Executive Branch Departments and Agencies.

Qualifications:

Thorough knowledge in information sharing theory, policies, procedures, and technologies.Thorough in the FOIA, PA, and EO 13526, Classified National Security Information, including at least three years of direct experience processing FOIA/PA/EOMDR requests.Thorough knowledge of the mission, charter, roles, and responsibilities of the ODNI, IC, and Executive Branch Departments and Agencies, and how these organizations can effectively cooperate in implementing information sharing plans and programs. Demonstrated ability to communicate clearly, both orally and in writing, in a manner that is targeted to and meets the needs of diverse audiences, including to senior-level officials.Demonstrated ability to logically analyze, and judge information for potential release to the public, as well as the ability to identify information that is derived from other Executive Branch Departments and Agencies.Demonstrated ability to develop effective professional relationships with peers and colleagues in ODNI, the IC, and other Executive Branch Departments and Agencies.Demonstrated ability to balance multiple priorities among assigned activities; including the ability to manage transitions effectively from task to task.Experience, including case management and processing of FOIA/PA/EOMDR requests and litigation preparation. Significant experience interpreting statutory requirements for agency compliance. Bachelor’s degree or equivalent experience.
